Literacy is an individual's ability to read, write, and speak in English; to compute and solve problems at levels of proficiency necessary to function on the job, in the family of the individual, and in society. (Definition from Workforce Innovation and Opportunity Act) Functional illiteracy is reading and writing skills that are inadequate to manage daily living and employment tasks that require reading skills beyond a basic level. Functional illiteracy is contrasted with illiteracy in the strict sense, meaning the inability to read or write simple sentences in any language.
